  1. When comparing association sizes; the number of skaters in a metropolitan area will be factored in. An "adder" will be calculated by pro-rating the number of "metro area skaters" with the number of skaters registered in an individual association. High School programs will NOT be counted unless they field teams in the BTHL.
    (Adder) = 2 x (Skaters registered with Association) divided by (Number of Associations in the Metro Area)
    This "adder" when combined with the "association skaters" will then be limited to no more than the "total metro area skaters".
  2. Metropolitan areas will be determined and adjusted if necessary at the end of each season. We currently consider the following areas as "Metropolitan":
    1. Cincinnati
    2. Cleveland
    3. Columbus
    4. Dayton
    5. Fort Wayne
    6. Indianaplolis
    7. Toledo
  3. "Travel only" organizations can be "bumped" up but in no case will an association be moved down.
